LGU Ipil Issues Public Advisory, Enforces New Helmet and Mask Guidelines to Boost Security
IPIL, Zamboanga Sibugay - The Local Government Unit of Ipil has issued a Public Advisory for strict compliance following the implementation of new helmet and mask guidelines aimed at strengthening public safety and preventing criminal activities within the municipality.
The advisory comes in the wake of an emergency meeting conducted by the LGU Ipil and the Municipal Peace and Order Council (MPOC) held on Thursday, together with various law enforcement agencies, government offices, and sectoral representatives. The meeting was convened to immediately address public concerns arising from recent incidents and to roll out concrete measures to enhance community security.
Among the actions agreed upon were the deployment of additional police personnel, identification and securing of key exit routes and checkpoints, increased roving patrols using police vehicles and motorcycles, and the strengthening of inter-agency communication and coordination.
Authorities noted that based on ongoing investigations, suspects involved in recent incidents reportedly used motorcycles as getaway vehicles To curb the continued use of such methods and to aid in faster identification of individuals, Mayor Ramses Troy Olegario issued Executive Order No. 010, Series of 2026, upon the recommendation of PMAJ Marjan D. Sali, Acting Chief of the Ipil Municipal Police Station, in consultation with the Land Transportation Office (LTO) and with the concurrence of the Armed Forces of the Philippines (AFP) and other law enforcement agencies.
Effective immediately, the following regulations are being enforced within the Municipality of Ipil:

• The use of full-face helmets and full-face bonnets is strictly prohibited.
• Only half-face helmets are allowed for all motorcycle riders, including drivers and back riders, within the municipality proper.
• The wearing of face masks and bonnets that conceal one’s identity in public places is prohibited.
• Motorists are required to remove helmets and face coverings when instructed by law enforcers at checkpoints for proper identification.
Local officials clarified that these measures are temporary and preventive in nature, designed to minimize crimes committed through the concealment of identity and to allow authorities to respond more swiftly and effectively.
For residents of Ipil, the LGU said the guidelines are expected to result in improved visibility, faster law enforcement action, and stronger overall public safety. The initiative is described as a practical and proactive step to protect families and maintain peace and order in the community.
The LGU Ipil is appealing to all motorists and residents for their full cooperation, stressing that public safety is a shared responsibility and that collective vigilance is key to keeping the municipality safe.
