Sibugay Healthcare Milestone: Senate Reviews Bills Creating Zamboanga Sibugay and Malangas Medical Centers
Ipil, Zamboanga Sibugay Two proposed measures aimed at expanding healthcare services in Zamboanga Sibugay took a significant step forward as the Senate Committee on Health and Demography, chaired by Sen. Risa Hontiveros, conducted deliberations on the bills seeking to establish the Zamboanga Sibugay Medical Center and the Malangas Medical Center.
Present during the committee hearing were Second District Representative Dr. Marly Hofer-Hasim and First District Representative Atty. Marlo Bancoro, who personally defended their respective legislative proposals and highlighted the importance of strengthening medical services in the province.
One of the measures discussed was House Bill No. 8471, which seeks to establish the Zamboanga Sibugay Medical Center, authored by Rep. Dr. Marly Hofer-Hasim, together with Rep. Khymer Adan Olaso Gato and Rep. Horacio “Tol” Suansing Jr.
During the hearing, Hofer-Hasim emphasized that the proposed medical center would address the long-standing need for more accessible and comprehensive healthcare services for Sibugaynons. She pointed out that the establishment of the facility would help expand access to specialized and tertiary medical care, strengthen emergency response and referral mechanisms, and provide residents with quality healthcare services closer to their communities.
For Hofer-Hasim, the proposed hospital represents more than just the construction of a medical facility—it symbolizes a commitment to ensuring that every Sibugaynon has better access to reliable and affordable healthcare without the need to travel far for advanced medical treatment.
Meanwhile, House Bill No. 8473, which proposes the creation of the Malangas Medical Center, was also presented before the Senate committee. The measure was authored by Rep. Atty. Marlo Bancoro, along with Rep. Khymer Adan Olaso Gato and Rep. Horacio “Tol” Suansing Jr.

Bancoro highlighted the importance of establishing another government-run medical institution in the province, particularly in the first district, to help respond to the growing healthcare demands of residents and provide additional medical services to surrounding municipalities.
The two lawmakers appealed for the support of the Senate in advancing the proposed measures, emphasizing that the establishment of these medical centers would significantly improve the province’s healthcare system and benefit future generations of Sibugaynons.
The committee hearing, led by Sen. Hontiveros, marks an important stage in the legislative process as both bills undergo Senate evaluation. Once enacted, the proposed Zamboanga Sibugay Medical Center and Malangas Medical Center are expected to boost the province’s healthcare capacity by providing more specialized services, improving patient referral systems, and bringing quality medical care closer to the people.
For Zamboanga Sibugay, the two proposed medical centers represent a major step toward building a stronger, more accessible, and more responsive healthcare system for all Sibugaynons.
