Malangas LGU Reiterates Ban on Officials’ Names and Images on Government Projects

MALANGAS, Zamboanga Sibugay - The Municipal Government of Malangas has reiterated and institutionalized the prohibition on the display of names, images, and likenesses of public officials on government-funded projects through Executive Order No. 21, Series of 2026, signed by Mayor Dr. Anna Florence C. Yambao.

Titled “An Order Reiterating and Institutionalizing the Prohibition on the Display and/or Affixture of Names, Images, and Likeness of Public Officials on Government Projects of the Municipality of Malangas and Its Component Barangays, in Support of DILG Memorandum Circular No. 2026-006,” the executive order reinforces existing national policies promoting ethical governance and political neutrality.

The order applies to all infrastructure projects, programs, facilities, and activities funded wholly or partly by public funds, including those implemented by the municipal government and its component barangays. It strictly prohibits the placement of names, photographs, initials, logos, slogans, or any identifying marks of elected or appointed officials on project billboards, markers, tarpaulins, signages, and similar materials.

The executive order underscores that government projects are public assets and should not be used to promote or advance the personal or political interests of any public official. It emphasizes that public service must be carried out with integrity, accountability, and respect for the principle that government resources belong to the people.

Mayor Yambao said the issuance is in line with the Department of the Interior and Local Government (DILG) Memorandum Circular No. 2026-006, which calls on local government units to uphold professionalism and prevent premature campaigning and self-promotion using public funds.

The executive order was signed on the 6th day of February and took effect immediately, directing all municipal departments, offices, and barangay local government units to ensure full compliance. Any existing materials found to be in violation must be removed, and appropriate administrative actions may be taken against those who fail to comply.

The Municipal Government of Malangas reaffirmed its commitment to transparent, ethical, and people-centered governance through the implementation of the order.
