Yes to ZAMSURECO II Transparency Position Paper Presented Before Provincial Board
IPIL, ZAMBOANGA SIBUGAY — The Yes to ZAMSURECO II Transparency movement has taken another step in its campaign for greater transparency, accountability, and reforms in the management of the Zamboanga del Sur Electric Cooperative II (ZAMSURECO II), formally presenting its Position Paper before the Sangguniang Panlalawigan of Zamboanga Sibugay during its session this afternoon.
The group is seeking the support of the Provincial Board for its position paper, including the endorsement of the concerns and proposed measures raised by the province's member-consumers-owners of ZAMSURECO II.
The presentation marks another stage in the group's continuing efforts to bring the concerns of cooperative members to the attention of government authorities and encourage dialogue toward addressing the longstanding issues affecting the electric cooperative.
SP Floor Leader Board Member Boyet Cabilao-Yambao expressed support for the initiative and moved for its referral to the Committee on Energy, chaired by Board Member Jung Yanga, for appropriate review and consideration.

Board Member Atty. Eldwin likewise expressed support for the initiative, emphasizing the need for the committee to thoroughly examine the concerns raised in the position paper and discuss the appropriate provisions or “clauses” that may eventually be incorporated into a proposed resolution.
Meanwhile, Board Member Vic Javier pointed out that the problems confronting ZAMSURECO II have persisted despite periods when the National Electrification Administration (NEA) took over the cooperative's management.
According to Javier, the recurring problems indicate the need to pursue more concrete and lasting solutions rather than simply allowing the same issues to continue.
He also expressed support for the initiative being advanced by the member-consumer-owners, saying that the time has come to take steps toward finding appropriate solutions to the cooperative's continuing concerns.
Vice Governor Ricric Olegario, in a message delivered to the members of the Provincial Board, also conveyed support for the initiative and the concerns being raised by ZAMSURECO II member-consumer-owners.
The support expressed during the session provides the Yes to ZAMSURECO II Transparency movement with another avenue to pursue its call for greater accountability and transparency within the electric cooperative.
The group has consistently maintained that ZAMSURECO II members are not merely consumers but member-consumer-owners of the cooperative, and therefore have a legitimate interest in understanding how the cooperative is managed, how decisions are made, and how its resources and operations are being handled.
The movement is now looking forward to the scheduled committee meeting, where the position paper and its recommendations are expected to undergo further discussion and evaluation.
The committee proceedings could also pave the way for the drafting and consideration of appropriate resolutions or other measures that may address the concerns raised by the group.
For the advocates behind Yes to ZAMSURECO II Transparency, the presentation before the Provincial Board is not the end of the campaign but another step in a continuing effort to ensure that the voices of the cooperative's member-consumers-owners are heard.
The group expressed its appreciation to the provincial board members and other officials who listened to their concerns and signified their willingness to look into the issues.
