Daphne Santuyo

IPIL, Zamboanga Sibugay — Ipil recorded the highest total sources of income among the 16 municipalities of Zamboanga Sibugay in 2025, posting ₱145.57 million, based on the Bureau of Local Government Finance (BLGF) Statement of Receipts and Expenditures (SRE).

Mayor Ramses Troy D. Olegario leads the municipal government of Ipil as it manages local government operations, public services and development programs in the provincial capital. The municipality's financial figures provide a snapshot of the resources reported by the local government during the year under review.

Ipil was followed by Malangas with ₱72.72 million and Buug with ₱59.05 million, completing the province's top three municipalities based on their reported 2025 total sources of income.

Together, Ipil, Malangas and Buug recorded approximately ₱277.34 million, representing more than half of the ₱516.16 million combined total reported for the province's 16 municipalities.

Ipil's position at the top reflects the municipality's role as the provincial capital and a major center of government, commerce and services in Zamboanga Sibugay.

The Philippine Statistics Authority classifies Ipil as a first-class municipality. It recorded a population of 96,363 in the 2024 Census, making it the most populous municipality in the province.

Its population, concentration of government offices, commercial establishments and service activities are among the factors that form the municipality's broader economic and fiscal environment.

The ₱145.57 million, however, should not be taken as the amount generated solely through local taxes, permits, fees and other municipal collections. The BLGF's SRE covers a broader range of local government receipts, including different sources of funds and transfers.

The figures offer a financial snapshot of the province's municipalities for 2025 but should not be treated as a stand-alone measure of municipal performance.

Population, economic activity, income classification, geographic characteristics, National Tax Allotment and other sources of receipts can influence the total reported by each local government unit.

For Ipil, the result highlights the financial scale of the provincial capital under the administration of Mayor Olegario. The municipal government is responsible for managing the resources reflected in its financial reports while providing services and implementing programs for its residents.

A fuller assessment of Ipil's fiscal performance would require looking beyond total sources of income and examining locally generated revenues, expenditures, development spending and other financial indicators.

Still, the 2025 BLGF figures place Ipil at No. 1 among Zamboanga Sibugay's 16 municipalities in total sources of income, with ₱145.57 million reported for the year.
