Ipil SB Unanimously Commends Mayor Olegario's First-Year Performance Following Inaugural SOMA
Ipil, Zamboanga Sibugay – Mayor Ramses Troy Olegario presented the accomplishments of his administration's first year in office and outlined the municipality's development priorities during his inaugural State of the Municipality Address (SOMA) on Wednesday, as the Sangguniang Bayan unanimously approved a resolution recognizing his exemplary leadership and performance.
The SOMA was delivered during the regular session of the Sangguniang Bayan held at the ground floor of the Multi-Purpose Government Center in Taway, Ipil, Zamboanga Sibugay. In the absence of the Vice Mayor, the session was presided over by Sangguniang Bayan Member Hon. Ian Y. Sabijon.
Present during the session were Governor Ann K. Hofer, Second District Representative Dr. Marlesa "Doc Marly" Hofer Hasim, Vice Governor Richard Olegario, Board Members Glenn Sabijon and Vic Javier, Provincial Administrator Atty. Christian Jay Millena, all members of the Sangguniang Bayan, department heads, representatives of various national government agencies, local government officials, barangay officials, civil society organizations, members of the mayor's family, friends, and other invited guests.
Anchored on the theme "Padayon nga Paglambo sa Ipil," Olegario highlighted the milestones achieved during his first year in office while reaffirming his administration's commitment to transparent governance, quality healthcare, and the implementation of its 8-Point Development Agenda as the municipality's blueprint for sustained and inclusive progress.
In his address, the mayor emphasized that genuine development is not measured solely by the completion of infrastructure projects but by the quality of public service delivered to the people. He stressed that transparency, accountability, and responsive governance remain the cornerstones of his administration.
Olegario said the municipal government continues to strengthen public trust by ensuring prudent management of public funds, promoting transparency in government transactions, and implementing programs that directly respond to the needs of Ipileños.
Healthcare was among the key priorities highlighted during the address.
The mayor recalled that his first official engagement after assuming office was a visit to the Municipal Health Office, reflecting his commitment to strengthening the municipality's healthcare system from the very beginning of his administration.
He reported that the local government increased the municipal health budget by 150 percent, enabling the expansion of medical services, procurement of medicines and medical equipment, upgrading of healthcare facilities, and enhancement of frontline health services.
According to Olegario, investing in healthcare is vital to improving the quality of life of residents while ensuring the municipality remains prepared to address both routine healthcare needs and future public health emergencies.

The mayor also presented the administration's 8-Point Development Agenda, which prioritizes healthcare, education, agriculture, infrastructure, economic development, environmental protection, peace and order, and good governance.
He emphasized that meaningful progress should be reflected in better government services, stronger institutions, and expanded opportunities that uplift the lives of the people rather than in physical structures alone.
During his address, Olegario also acknowledged the continued support extended by Governor Hofer and Rep. Hasim to the municipality's priority projects and development initiatives, saying the strong partnership among the provincial government, the congressional office, and the municipal government has significantly accelerated the implementation of programs benefiting the people of Ipil.
He likewise highlighted his administration's efforts to modernize government operations, improve accessibility to public services, and strengthen collaboration with national government agencies, barangays, and various sectors of the community to ensure more efficient and responsive governance.
Immediately following the mayor's address, the Sangguniang Bayan unanimously adopted a resolution recognizing Olegario's exemplary performance during his first year in office.
The resolution, sponsored by Councilor Alberto Alcoriza, received the unanimous support of the entire legislative body without any opposition, affirming the council's recognition of the administration's accomplishments and its continued commitment to advancing the municipality's development agenda.
Concluding his first SOMA, Olegario reaffirmed his administration's commitment to sustaining reforms that promote transparency, strengthen essential public services, and ensure that the benefits of development reach every sector of the municipality.
With the theme "Padayon nga Paglambo sa Ipil," the mayor expressed confidence that through continued collaboration among government leaders, stakeholders, and the people, Ipil will sustain its momentum toward inclusive, transparent, and people-centered development.
