CONG MARLY CO-AUTHORS AUTISM CARE ACT

Hon. Marly Hofer Hasim, representative of the second district of Zamboanga Sibugay, has expressed support for greater protection and care for individuals with autism after formally submitting a co-author request for a proposed measure seeking to institutionalize a nationwide autism care program.

On May 6, 2026, Hofer officially filed her request in Congress to become a co-author of House Bill No. 3198, otherwise known as the proposed “National Autism Care Act,” principally authored by Percival V. Cendaña of the Akbayan Party-list.

The measure seeks to establish a comprehensive national framework that would strengthen programs and services for persons on the autism spectrum, while also creating a dedicated Sub-Committee on Autism under the National Council on Disability Affairs (NCDA). The proposed legislation likewise provides for funding mechanisms to ensure the sustainability of autism-related interventions and support systems across the country.

According to advocates, the bill aims to address long-standing gaps in access to diagnosis, therapy, education, healthcare, and community support for individuals with autism and their families. The proposed measure also underscores the importance of early intervention, inclusive education, public awareness, and stronger coordination among government agencies.

By co-authoring the bill, Cong. Hofer reaffirmed her commitment to advancing measures that promote inclusivity, accessible healthcare, and social protection for vulnerable sectors, particularly children and individuals with special needs.

Supporters of the proposed legislation expressed hope that the measure would pave the way for more responsive and compassionate policies for Filipino families raising children with autism, especially in underserved communities and provinces where specialized services remain limited.

If enacted into law, House Bill No. 3198 is expected to strengthen the country’s overall approach to autism care by ensuring that programs and interventions become more accessible, coordinated, and adequately funded nationwide.
