Sibugay Wetland Nature Reserve Gains International Status as Key Migratory Bird Sanctuary
IPIL, ZAMBOANGA SIBUGAY - Zamboanga Sibugay marks another historic milestone in its environmental journey as the Sibugay Wetland Nature Reserve has officially been designated as an East Asian-Australasian Flyway Partnership (EAAFP) Flyway Network Site (EAAF 160), a prestigious international recognition underscoring its vital role as a sanctuary for migratory birds traveling across the flyway.
The designation was conferred on November 10, 2025 during the 12th EAAFP Meeting of Parties held in Cebu City. Vice Governor Richard D. Olegario received the honor on behalf of Governor Dulce Ann K. Hofer, representing the collective pride of the entire province. He was accompanied by the retired Asst. Regional Director of the Department of Environment and Natural Resources (DENR) Dr. Dante Oporto and the team from the Provincial Environment and Natural Resources Office (PENRO).
This latest achievement comes on the heels of another major international recognition, the declaration of the Sibugay Wetland Nature Reserve as a Ramsar Site, a Wetland of International Importance, the largest Ramsar site in the Philippines and one of only ten such sites nationwide.

With these dual distinctions, the Sibugay Wetland Nature Reserve now stands as both a globally significant migratory bird refuge and an ecological stronghold essential for biodiversity conservation and climate resilience. Its recognition reinforces Zamboanga Sibugay’s role in safeguarding critical wetland ecosystems that support wildlife, mitigate climate impacts, and sustain local communities.
Governor Ann Hofer extended her warmest congratulations to all Sibugaynons, honoring their steadfast commitment to environmental care and stewardship. She also expressed deep appreciation to PENRO Zamboanga Sibugay, partner agencies, and dedicated stakeholders whose continuous efforts ensure the protection and sustainable management of this invaluable natural heritage.
It is worth noting that Governor Hofer has long been a steadfast supporter of efforts to protect and enhance the Sibugay wetlands, advocating for their conservation even during her tenure as Congresswoman of the 2nd District of Zamboanga Sibugay.
The province celebrates not only an international honor—but a renewed commitment to preserving the natural treasures that define Zamboanga Sibugay.
