ZAMBOANGA SIBUGAY PLACES FULL ICS OPERATIONS FOR SAFE, ORDERLY SOPA 2026
Ipil, Zamboanga Sibugay - Operational readiness has been declared complete as the province activated full emergency and coordination protocols for the State of the Province Address (SOPA) of Governor Ann K. Hofer this afternoon.
At 6:00 a.m. today, the Incident Management Team (IMT), together with all participating, cooperating, and assisting agencies, officially commenced full Incident Command System (ICS) operations following the Operational Period Briefing (OPB). The activation is aimed at ensuring a safe, secure, orderly, and well-coordinated conduct of the provincial event.
Authorities said the ICS framework places all response and support units under a unified command structure, allowing for efficient coordination, rapid response, and clear communication among all agencies involved in securing the SOPA venue and its surrounding areas.
According to Rodel Tubigon, Officer-in-Charge of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), the declaration of operational readiness reflects the province’s strengthened capability in managing large-scale public events through inter-agency cooperation and structured emergency preparedness.

He emphasized that the collective effort demonstrates a shared commitment to public service, operational excellence, and effective coordination among all participating agencies.
“Every agency has a role, and together, we stand ready to support this significant provincial event,” Tubigon said, underscoring the importance of teamwork in ensuring the safety and smooth flow of the program.
Officials also invited Sibugaynons to witness and listen to the State of the Province Address of Governor Ann K. Hofer, which will highlight the province’s accomplishments, milestones, and development vision for the future.
The SOPA is expected to present key achievements of the provincial government, along with its priorities moving forward, as part of efforts to strengthen public service delivery and promote inclusive development across Zamboanga Sibugay.
Authorities encouraged the public to take part in the occasion, describing it as a moment to celebrate shared progress and renew commitment to building a stronger, safer, and more resilient province.
