House Bill on Automatic Refunds for Internet and Telco Outages Passes Final Reading
IPIL, ZAMBOANGA SIBUGAY- House Bill No. 178, also known as the Automatic Refund for Internet and Telecommunications Services Outages and Disruptions Act, has successfully passed its Third and Final Reading in the House of Representatives yesterday, December, 22,2025.
The measure is the result of the sustained efforts of Congresswoman Dr. Marly Hofer T. Hasim, who continues to champion and advance legislation that delivers real and meaningful benefits to the people not only for the Second District, but for the entire nation.

Under the proposed law, consumers will be entitled to automatic refunds in cases of internet or telecommunications service outages and disruptions. Subscribers will no longer be required to file complaints or follow up with service providers. If the paid service is not delivered, the corresponding amount must be returned to the consumer.
The bill provides clear and fair protection of consumer rights and represents a significant step toward ensuring greater accountability and responsibility among internet and telecommunications providers. Once enacted, it is expected to strengthen service standards and uphold fairness for all Filipino consumers.
