Zamboanga Sibugay Honored in 2025 SubayBAYANI Awards Under the Leadership of Gov. Ann K. Hofer
IPIL, Zamboanga Sibugay - The province of Zamboanga Sibugay has been hailed as a top-performing Local Government Unit (LGU) in the 2025 SubayBAYANI Awards held in Manila Hotel on November 26, 2025 by the Department of the Interior and Local Government (DILG), recognizing its notable work in infrastructure governance and public service under the leadership of Governor Ann K. Hofer.
During the national awarding ceremony, the DILG recognized Zamboanga Sibugay as among the Top Overall Performing Province, Exemplar Award Provincial Category, Top Ten Finalist among the Exemplar awardees for 2025. Together with Gov. Hofer in receiving the awards were Engr. Christopher Lazo, the Provincial Engineer and Engr. Venancio A. Ferrer, III, the Provincial Planning and Development Officer of Zamboanga Sibugay.
No less than President Ferdinand R. Marcos was present during the awarding ceremony and he emphasized the importance of implementation of projects and governance practices in the provinces.

Governor Hofer, who assumed office in 2022 and was re-elected in May 2025, has recently strengthened Sibugay’s governance and public infrastructure program through several key initiatives aimed at promoting transparency, development, and community welfare.
Local stakeholders and residents welcomed the award as a validation of the province’s ongoing efforts toward participatory governance and improved public services. It is a tangible proof of what can be achieved when leadership, planning, and community cooperation come together.
As the DILG continues to promote the SubayBAYANI framework which rewards LGUs for transparency, timely project delivery, and citizen-centered infrastructure implementation, Sibugay’s recognition under Governor Hofer signals a commitment to sustained development and good governance.
The annual SubayBAYANI Awards were established in 2021 by the DILG to recognize LGUs that implemented local infrastructure projects while upholding standards of participatory governance, citizen engagement, and transparency. The awards cover all provinces, cities, and municipalities with projects enrolled in the SubayBAYANI Portal.
