Ipil to Enforce Traffic Light Use Ordinance Starting Feb. 16
IPIL, Zamboanga Sibugay - The Local Government Unit of Ipil has announced the official implementation of the Traffic Light Use Ordinance of 2025 beginning 6 a.m. on February 16, 2026, aimed at strengthening road safety and improving traffic flow in the municipality.
Municipal Ordinance No. 11-729-2025 will be enforced in coordination with MITSOM Ipil, the Philippine National Police, and the Land Transportation Office.
The ordinance covers the proper use of installed traffic signal lights and all pedestrian lanes in Ipil, particularly at the National Highway–Sucgang Avenue intersection, also known as the Ipil MPS Highway Intersection. Under the new policy, motorists, cyclists, and pedestrians are required to strictly observe traffic signals:
ADVERTISEMENT• Steady Red Light – Vehicles must come to a full stop at the stop line or pedestrian crosswalk and remain stopped until the light turns green. Right turns on red are prohibited unless there is clear signage allowing it and it is safe to proceed.
• Steady Yellow Light – Serves as a warning that the signal is about to turn red. Drivers already in the intersection may proceed with caution, but those who can safely stop must do so.
• Steady Green Light – Motorists may proceed straight or turn unless otherwise prohibited, while yielding to pedestrians and other vehicles in the intersection.
• Flashing Red Light – Requires a full stop before proceeding when safe.
• Flashing Yellow Light – Drivers may proceed with caution.
• Green Arrow – Vehicles may move in the direction indicated by the arrow, while still yielding to pedestrians and other vehicles when necessary. Traffic enforcers from MITSOM Ipil are authorized to issue Traffic Citation Tickets (TCTs) to violators. The penalties are as follows:
• First Offense: ₱500 fine
• Second Offense: ₱1,500 fine
• Third and Subsequent Offenses: ₱2,500 fine and possible suspension of driver’s license
To allow motorists time to adjust, the LGU will implement a 15-day grace period, after which full enforcement and apprehension will begin. Mayor Ramses Troy D. Olegario emphasized that the ordinance prioritizes public safety.
“This ordinance is not meant to penalize but to protect,” Olegario said. “We want safer roads for our motorists and pedestrians. By following the traffic lights properly, we can prevent accidents and ensure smoother traffic flow in Ipil.” Residents seeking clarification may visit the MITSOM Ipil Office for further information.
