Zamboanga Sibugay Sets the Standard in Fiscal Transparency; Municipalities Excel in 2025 GFH Assessment
IPIL, Zamboanga Sibugay, June 12, 2026 — Zamboanga Sibugay has solidified its reputation as a leader in transparent and accountable governance after its municipalities successfully passed the 2025 Government Financial Housekeeping (GFH) Assessment conducted by the Department of the Interior and Local Government (DILG) Region IX.
The province’s accomplishment reflects a collective commitment among local officials to uphold fiscal discipline, promote transparency in public transactions, and ensure the responsible management of government resources. By meeting the rigorous standards set by the GFH Assessment, Zamboanga Sibugay continues to demonstrate its dedication to using public funds efficiently for programs that directly benefit its people.
DILG Region IX commended all local government units (LGUs) across the region that met the assessment criteria, emphasizing that the recognition highlights adherence to the principles of good governance, accountability, and sound financial practices. The agency noted that such achievements contribute significantly to strengthening public trust in government institutions.

Lim, Siay, Talusan, Titay, Tungawan, Kabasalan, Mabuhay, Naga, Olutanga, and Payao were recognized for their compliance with financial standards, marking a province-wide success in governance performance.
The province shares this distinction with other high-performing areas in Region IX, including Sulu and Zamboanga del Norte. Meanwhile, cities such as Zamboanga City, Isabela City, Dipolog City, and Dapitan City were also cited for their exemplary financial management.
The GFH Assessment serves as a key evaluation mechanism used by the DILG to assess the financial integrity and administrative compliance of LGUs. It reviews transparency measures, the timely submission of financial reports, and adherence to auditing rules and regulations.
