Zamboanga Sibugay Pushes Forward AFP–PCG–PNP Joint Camp Project in Pandilusan Island Amid Inter-Agency Coordination
Ipil, Zamboanga Sibugay, April 17, 2026 - Efforts to establish a strategic security hub in Zamboanga Sibugay advanced following high-level discussions on April 15, 2026, at the AFP Headquarters in Camp Aguinaldo, Quezon City, focusing on the proposed AFP–PCG–PNP Joint Camp in Pandilusan Island, Payao.
In a post from the official Facebook page of 1st District Representative, Atty. Marlo C. Bancoro, he met with Major General Leo Edward Y. Caranto and officials of the Armed Forces of the Philippines to discuss the legal aspects of the Memorandum of Agreement (MOA) and Usufruct Agreement for the project, as well as the possible release of funds for its construction.
The planned facility will accommodate units from the AFP, the Philippine Coast Guard (PCG), and the Philippine National Police (PNP), and is expected to strengthen maritime security, enhance coordination among security forces, and improve response operations in coastal areas of the province.

Officials said the initiative is seen as a key step in boosting security presence and supporting long-term peace and development efforts in Zamboanga Sibugay. Rep. Bancoro emphasized that stronger collaboration among agencies is essential to ensure effective implementation of security and development programs in the region. Mayor Joshua Mendoza conducted a series of meetings on April 16, 2026, in support of preparations for the Pandilusan Island project. Mayor Mendoza met with officials from the Provincial Environment and Natural Resources Office (PENRO), Community Environment and Natural Resources Office (CENRO), the 106th Infantry Battalion of the Philippine Army, the Philippine Coast Guard (PCG), and the Philippine National Police (PNP) to coordinate documentary requirements and project preparations.
He also held a separate meeting with the Battalion Commander of the 106th Infantry Battalion to discuss ongoing initiatives in the municipality.
