ZSBPPO Successfully Conducts EMPO Challenge Capability Exercise in Ipil
With Press Release from Zamboanga Sibugay Provincial Police OfficeIpil, Zamboanga Sibugay - The Zamboanga Sibugay Police Provincial Office (ZSBPPO) successfully conducted a Scenario-Based Capability Exercise (CAPEX) featuring a hostage-taking simulation on December 11, 2025, as part of the ongoing roll-out of the Enhanced Managing Police Operations (EMPO) Challenge initiated by the Police Regional Office 9.
The activity is aligned with the PNP Focused Agenda under the Acting Chief, PNP, aimed at strengthening operational competence, readiness, inter-agency coordination, and the decision-making skills of field commanders during critical incidents.
At around 3:20 PM, personnel from the Ipil Municipal Police Station (MPS), 2nd Provincial Mobile Force Company (PMFC), Provincial Intelligence Unit (PIU), LDRRMC–Ipil, the Bureau of Fire Protection (BFP), partner law enforcement agencies, D’Alert Radio Group, and various force multipliers participated in the activity held in Barangay Sanito, Ipil.

All phases of the simulation from the initial assessment to tactical intervention and post-incident procedures were carried out in accordance with standard operational protocols and legal procedures. The exercise concluded successfully at around 4:00 PM, demonstrating improved coordination and operational readiness among participating units.
Zamboanga Sibugay Police Provincial Director PCOL Barnard Danie Dasugo expressed satisfaction with the overall outcome but stressed the need for continuous enhancement of response strategies.
“The results were good, but there is still room for improvement. We will continue conducting these activities to further strengthen our response, so that when actual situations arise, they can be handled effectively,” Dasugo said.
ZSBPPO reaffirmed its commitment to strengthening its operational capabilities to ensure the safety and security of communities across the province. Through regular, realistic training exercises such as the EMPO Challenge, the PNP continues to uphold its mandate of serving and protecting with competence, professionalism, and integrity.
